Insulating your floor joists (i.e. the basement ceiling) will help to keep cold air out of your home, but it won't protect your basement from cold.

We recommend using insulation materials that are waterproof and will not support mold growth. In other words, we recommend insulating your basement walls with either rigid foam insulation or closed-cell spray foam -- and not with fiberglass.

For a dry basement, be sure to choose a basement dehumidifier and not a home dehumidifier.
Dehumidifiers run by cooling the air and draining away condensation. Home dehumidifiers are rated to do this at room temperature, whereas basement models are rated for the much cooler basement environment. Basement dehumidifiers must therefore be much more powerful.
